Quinn to announce program for high-risk uninsured

CHICAGO (AP) — Gov. Pat Quinn is scheduled to announce a new federally funded insurance program for people with pre-existing medical problems.

Quinn's announcement is set for Thursday afternoon in Chicago. The program is an early component of the new national health care law.

It will provide temporary coverage until Jan. 1, 2014. That's when the new law will bar insurers from denying coverage to people with pre-existing conditions.

Only legal residents and those who've been uninsured for at least six months will be eligible. An estimated 4,000 to 6,000 will be enrolled.

Applicants must have had a problem getting insurance due to a pre-existing medical condition. Medical claims are to be paid with federal dollars.

Details on enrollment are set to be announced Thursday afternoon.
