A panel reviewing the role of clout in University of Illinois admissions on Thursday made several recommendations for the Board of Trustees, the university and lawmakers to help restore the university's credibility.

Board of Trustees:
—Current trustees should resign voluntarily, allowing Gov. Pat Quinn to decide if any should be reappointed
—New trustees should investigate the actions of U of I President B. Joseph White, Chancellor Richard Herman and other administrators in past admissions practices
—Establish an ethics committee to train trustees on rules of conduct; trustees would have to agree annually to abide by the rules

The University of Illinois should:
— Eliminate the "Category I" list of students with political connections
— Prohibit the university from considering whether applicants are sponsored by a prominent person and ban other undue influence
— Re-evaluate its appeals process for applicants
— Establish a process to respond to admissions-related inquires from prominent people without violating policies
— Examine and adopt best practices in admissions offices
— Ensure admissions offices and committees include people from diverse backgrounds

State lawmakers should:
— Create an inspector general dedicated to state universities or give the state's inspector general enough money to keep a closer eye on universities.
