While Quinn avoided talking about a tax increase at Thursday's Chicagoland Chamber of Commerce event, he did talk about a statewide capital construction bill passed by lawmakers.
But Quinn didn't mention that he's said he only wants to sign the capital bill when lawmakers pass a balanced budget with a tax increase to avoid $9.2 billion in cuts.
Chamber leader Jerry Roeper kidded Quinn, saying he had a pen if the governor wanted to sign the capital bill.
