Gov. Pat Quinn says he'll compromise to get a state budget but he seems to be holding firm on his proposal to increase the income tax as a way to raise money.
But with the clock ticking to get a new budget passed, Quinn says he doesn't think it's "prudent" to back off his proposal to raise the income tax 50 percent to 4.5 percent.
He says the state needs to raise money to fill an $11.6 billion budget hole. Anyone who proposes raising income taxes less, Quinn says, needs to come up with a way to raise money to pay the bills.
Quinn has defended his proposal, saying he would offset that by raising the state personal exemption so people can shield more of their money from taxes.
