JOHANNESBURG, South Africa–Zimbabwe's opposition party says it will not attend a regional summit called to try to resolve the country's political impasse.
The opposition's chief negotiator, Tendai Biti, spoke at a news conference in neighboring South Africa on Monday as the talks were scheduled to begin in Swaziland.
Zimbabwe President Robert Mugabe arrived in Swaziland on Sunday. Mugabe and opposition leader Morgan Tsvangirai signed a power-sharing deal but are deadlocked over which party gets control of the country's 31 ministries.
Biti says Tsvangirai had to fight for travel documents to go to Swaziland. Biti says the opposition leader's difficulty in obtaining the documents makes it clear that Mugabe is not ready to share power.
